My inability to buy in my IRA on Schwab is not related to Cornish Metals, it is a general prohibition that seems to be caused by my country of residence (and taxation) being NZ, not the US.
I did get a response from Schwab to my query. Cornish Metals recently changed both the exchange (London for AIM) and the ticker (TIN for CUSN) with 10 CUSN shares becoming 1 TIN. The details haven't reached Schwab yet, and it's still unclear what the shares I own in my IRA will be called and what price. One thing is certain: while 20k shares will become 2k shares, the price is not going from $0.1 to 1/10 of 126 pounds (the current price of TIN.L).

As for your issue, I really doubt it has anything to do with shorting. I know that many of the OTC shares that I own I will need to sell via a live broker, paying a fee. It's hard to get info about things like this, because I think the Schwab employees just don't know, I mean they know the rules but don't know the reasons for them. By the way my IRA was originally with Ameritrade.
