One could argue that had Musk never said a word about Robotaxi, and then one day just dropped it on the public, it would have been a huge event and received billions of dollars worth of free promotion that would have been as good or better than talking about it all along all the way back to Autonomy Day or before. And maybe so.

But there is a lot of free promotion that comes with being the first to accomplish this. There was lots of hype about WayMo, but it is plain that it has lost whatever "first mover" advantage some thought it had. As the Robotaxi assembly line ramps and features and capabilities become real to the public, the radical nature of the change has created multiple opportunities.

Hard to imagine Uber will not be first in line to order mass quantities of Robotaxis. And the current cab operators will be standing in line as well. These guys have their entire business models on the line.
