For 25 odd years, it's been the issue of needing price to get volumes and volumes to get price and so no where to start as demand hasn't cleared at current prices. View tried subsidy with a maybe less good product. GSA use-case is fairly specialized and government is price insensitive in some areas, maybe this solves the long standing issue of volume to get price. maybe.
