Tariffs on semiconductors are ~ zero. There is a wide spread retardation about tariffs, and their impact on semiconductor industry, but the actual impact is as close to zero as you can get.

There may be one exception to this rule, that may gain some relevance - there may be some tariff on Chinese memory that goes some time back, and it was doubled by Biden.

As far as the rest of the tariffs, I don't think any subsequent administration would want to lose the revenue from the tariffs. Because, then what? Cut government spending? Increase other taxes? They can't do either.
