Smart cards haven't been attractive in the U.S. in part because credit card transactions take a short time and are very cheap for the merchant (becaue phone connection is cheap.) In Europe, cc transactions are much more expensive, hence the allure of smart cards.

I agree with you that plain old money smart cards won't cut it here. However, ID cards, affinity cards etc. may.
