As an example, the pending HVAC classification decision rests entirely with Health Canada, and its timing has been uncertain and publicly known for months. Neither management nor investors know when that decision will arrive. Because of this external uncertainty, Moe’s share purchases are not based on inside information, which would be illegal; they reflect confidence in the company’s long-term value despite the unknowns. His buying signals belief in the strategy and future prospects, not the absence of potential catalysts.
