Having never set up a Web commerce site, I am certainly not an expert in this area. However, Netscape does offer a product called Netscape Secure Commerce Server (Amazon uses it)so you may want to try them. At the very least, they should be able to direct you elsewhere. Also our friends at RSA offer their S/PAY kit, although I'm sure its expensive, they do have a 'pay as you go' program. Other possibilities (although I am not as familiar with their product suites) are Certicom and Cylink. I don't believe PGP has a web commerce package (only email) but others may know better. The following book on Web Commerce Security may be of interest as well.

Good luck!
