i don't think that the title describes that..
a broken stock implies that the stock was higher and has been technically "broken".
could imply former high flyer that is "broken" not a $6 stock that is now $3, because it is unshortable @ $3, and also the definition of small cap does not mean illiquid..
less liquid maybe..
