Mark, Thanks for your informative post, it may be correct that they need an FDA aproval of some sort on the product. I spoke with ADOT a couple of weeks ago and asked them if they needed to get an FDA aproval on it,the answer I received was "no",but, it is possible they dont need to get one caise they already have one. I will attempt to call on Monday and find out about this situation but cant make any promise that I will have time, so if anyone has the time Monday morning the phone # is 1-800-726-0832.
