MMs are dealers who are directly responsible for stock transaction. When I buy a stock, they are sellers. When you sell, they are buyers. They are not government agency or non-profit institution. They want to make money as much as possible by hosting stocks.

If they don't manipulate any stock, they are making money from spread that has been significantly limited by SEC. However, most MMs that host OTCBB stocks are often investors like us as well, but they know how many buy orders are coming in and how many sell orders are coming in. If they believe a stock is going up, they buy more for their inventories and raise tick. If they believe a stock is going down, they sell their inventories and borrow more to sell!
