You seem to think it means they will not be competing in any way with a commercial product. And I think it means they will lay down their swords and co-operate among themselves as a group on this issue. I could well be wrong in my understanding. But that is hardly double speak. Further since I provided the Url it can hardly be inferred (as you have) that I am trying to mislead anybody.
