Currently too busy to call and confirm any of these things. Visits by inspectors at short intervals not surprising, some of the mines here (coal) get visited every day! Of course they are larger concerns.
I am disturbed by any loss of emphasis on safety, but at least this incident shows a concern for mining results, if true. It seems odd that the fine would be for pulling people off of a job rather than for concrete results. i.e., either so much emergency escape shaft got done or not, inspectors don't give a sh*t how many are "working" on it they want to see results in a specified amount of time. If this were the case we would expect to see a deferred judgement in which BCMD would be wrote up pending such and such work to be done. This would have showed up on the previous inspectors report in January and apparently by all reports here it did not.
I have no knowlege of the particulars, only the general way these things are done and the interaction between inspectors and companies.
So IMHO, I am a bit puzzled.
