I don't know if you understood my message. Of the 30 billion dollars, your telling me that every dollar went to actual research? Henry, when a researcher writes a grant proposal and it is accepted, does all the money the researcher get go to his actual research? And your telling me that no researcher ever used part of his research grant money for things other than his research?
