When I started Progenx in 1987, private companies spent about $100,000 per employee which was much higher than academia. University are much more cost effective in the basic research level (salaries are lower as are indirect costs). Companies focus on products. Each has a different set of costs, but the same position usually is paid less in acamedia, and Universities get price breaks in many areas. A company generally pays more for the same service because they have more money to spend.
