aki - with a fab now going for 2/3 billion its not so simple to just step in....

Even at the time that Korea 'stepped in', it wasn't so simple. I don't know of any Korean companies that just stepped into existence in the early 1990's. It was big existing companies that took up the slack from the Japanese void, and it will be big existing companies (like the Taiwanese foundries or MU) that take up the slack from the Korean void. 2/3 of a billion is a lot to you and me, but there are a lot of wannabes with access to that amount of capital.
