Good succinct overview.

They alluded to "individual" call tracking. After going through the site, I got the feeling they were referring to buildings or possibly groups of phones within a site.

They did refer to the graphical display of info, which CCC hangs their hat on so heavily, but it seems limited to the bar or pie chart format of specific data.

It appears to hold data for only one month historically and the current month which, unless you saved old billings would not give you much to compare to if you were getting serious about auditing your phones.

On the plus side, they give you access to data 1-2 days after the call is made, and as you said dbEx is only historical to the point of last months bill.

They also offer solutions (to the extent of their system), which of course dbEx does not.

While AT&T's program does not appear to be as flexible as dbEX, I would say this offering puts CCC and AT&T on opposite sides of the table. If we are in fact talking with Bell Atlantic and others, then the battle will be joined, at least as far as billing analysis and mining that data is concerned.
