This isn't going to happen. The Service Enterprise and Sales Enterprise share a common data model. Siebel can't migrate its Service user's to Scopus without de-coupling it from the Sales Enterprise. If they do this, then all of the vaunted sales/service integration will be lost. I can assure you that this would spark quite a rebellion from Siebel's user base.

I don't know how this product 'mash' is going to take place, but it won't be pretty. I believe that Scopus will be merged into Siebel's architecture and product line for all products. Tom Siebel's running the show.

Also, I wonder what this does to the Siebel '98 releases for this year.
