<The disingenuous stance that Dell Computers has taken is laughable and the only reason that Microsoft can declare that IE is part of the operating system is because there is no other choice for operating systems on PC's at this time.>

This is just not true. I am going to name several OSs that are available for PC's right now (just go thier respective web sites, many of them are available in retail stores as well).

1.) Linux (as in Red Hat)
2.) Mac OS 7
3.) Mac Os 8
4.) Sun's Solaris
5.) BeOs
6.) DR-Dos
7.) IBM Dos
8.) IBM's OS/2

There are several more, adn this is just for PC's not all microcomputers, minicomputers, or mainframes.

If I can name, and freely purchase other OSs, then the "no competition" theory holds absolutely no water. The more descriptive term would be less competitive Oss. Then again, whose fault is that?
