Norm, WinStar is probably years ahead in rolling out the business plan. It's not a short or easy task. You need interconnect agreements, CLEC authorization in every state, need to obtain roof rights, install switches, build hub sites, build up sales and marketing teams, etc, etc. WinStar is well on their way.
About all Teligent has right now is the Mandl hype and their licenses. And even their licenses are still being contested, I believe.
And on top of all this, Teligent has the higher market cap.
