This was reported by feltburner from an analyst following Seagate.
Apparently Seagate is the OEM that Cirrus was ramping down at
and apparently NEC is involved in the drive design that Cirrus
lost out on. There was talk of difficulty moving to high-volume
production on the NEC part. I have no idea what the part is (maybe
it is a Seagate-designed chip contracted out to NEC). At this point
this is little more than hearsay and may not have any material
affect on Cirrus.

The Philips smartphone news sounds interesting. Uses the ARM-based
handheld/internet chip (announcement was posted earlier on this thread).
