Normally, rivers, interstates, canals etc.. are bored with a directional boring machine. They bore under the obstruction (with a very high degree of accuracy I might add), then hook the end of the welded, tested pipe onto the end of the bore. They then pull the bore back through, which in turn pulls the pipe with it. I might also say they can go up, down or directionally change the bore at any point. Sort of like horizontal drilling. At least that's how they do it in the US oil and gas patch.
