The trick with digital video is simple. It is the fact that it is broadcast in a compressed mode. All you need is a box that can decode more than one stream at a time, and some way of telling that box what TV you are at.

Your idea would work with a centrally located box sending cables to all the TVs in the house and UHF remotes, each with a 'signature frequency'

Yes it would be expensive now... but not $250k
