Team analyzed proposals for Israel's third cellular operator

Herschel Shosteck Associates Ltd. (US), LCC International Inc. (US), and Ehud Neiger Ltd. (Israel), associate of Herschel Shosteck Associates Ltd., Friday elaborated upon a press release issued by the Israel Ministry of Communications announcing selection of the third Israeli cellular operator.

Working under contract to the Ministry, the firms together analyzed and compared the proposals submitted to the Ministry for the third Israeli cellular license. Each firm provided its specialized area of expertise contributing to the necessary due diligence required by the Ministry of Communications for the award of the country's third license.

Herschel Shosteck Associates Ltd. and Ehud Neiger analyzed the overall business and marketing proposals, as well as the financial ramifications. LCC provided the technical and RF engineering analysis. This enabled the Ministry to assure that the license tenders would be examined, analyzed, and compared in as comprehensive, thorough, and balanced a way as possible.

The Shosteck-LCC-Neiger proposal was one of several submitted to the Ministry to evaluate the competing bids for the third Israeli license.

Dr. Herschel Shosteck, president and chief executive officer of Herschel Shosteck Associates Ltd. commented that "by cooperating, our three companies were able to assure the Ministry with a balanced comparison of all marketing, business, and engineering aspects of the competing proposals. This enabled the Ministry to evaluate and score each proposal as objectively and fairly as possible."

The team began its comparison of the competing bids on Dec. 10, 1997. They submitted their preliminary report to the Ministry during an unannounced trip to Jerusalem from January 9 through 15, 1998. Remaining in seclusion, they prepared their final report, submitting it to the Ministry on Jan. 14, 1998.

Dr. Shosteck pointed out that "the Ministry handled our participation in comparing the proposals very carefully and discreetly. By not acknowledging our participation until they had selected and announced the winning bid, they assured that we would not be subject to pressures from the bidders which could have been interpreted as influencing our comparison."
