From a layman's perspective, Mexico seems to have a lot going for it.
Cheap labor, a government/country that is accustomed to North American business interests, relatively benign political threats, proximity to the States, and a vast continent of unexplored natural resources. I don't know the historical mining content of their geology, but the vast interior of Mexico seems plausible for mineral discoveries. Their suppressed economy would seem prime to welcome mining interests with open arms. Living in San Diego, I'm only twenty minutes from the border and have spent extensive time traveling through much of Mexico. Not a lot of downside if they can dig up the goods. Thanks for your informative comments.
