You just don't get it. The specialist can not pick any arbitrary price and put the stock there. You don't have a clue to how the auction market works. On your next visit to New York stop down at the NYSE and get an education as to how the auction market works. You will be surprised to find out that the specialist does indeed put up his own capital and that there is a limit to how much that is.
