as of end of the last year AMD had almost $500M in cash and $150M in credit. AMD recently filled for mixed financing for $1B. Their obligation to fab 30 in germany is for less than $300M over the next 2 years. That leaves $1.3B for fab 25 and other ventures. That is not counting potential tax credits etc.
All indications are that there is something really big at work. I am not sure if AMD is going to buy s3 but the alliance of some sort would be very beneficial to AMD because of the patens and such, imho.
