TV is time value, and it decreases as options exp. date draws closer. Therefore if one
wishes to close out one's in the money options -- for example, in the money written put,
the best time to do it is on the options exp. date because one only has to pay the intrinsic
value for a purchase of a put.

You have that nailed perfectly. I typically do that at 3:58 on expiration day:-)
