I agree fully. The more I think about your initial proposal, the more I like it.
Re stock threads: there are a few on the margins, threads not possessed of the august stature of INTC, SEBL or CUBE. <heehee>
I'm thinking of such places as ZITL or ZONA, which have their full share of "external combustion" going on. Somehow it's part of these threads' charm.
For the mainstream or high-post-density threads, I do agree that an "on topic, mind yer manners" policy has merit.
The best way imho to keep a stock thread on topic is to have the threadmaster warn on the public thread, using one of a few standard warning statements. That way the mystery of the warning process is discharged.
