Could be any of several things, and a lot depends on the pieces, too. The Shockwave Test Page will let you test audio from Shockwave Director, and the buttons on the main Macromedia page can test sounds from Shockwave Flash. (Most of the ShockRave cartoons use Flash, while the intensely-interactive games largely rely upon Director.)

If you're on a PC then the most frequent cause of "no sound" is that something else is retaining possession of the single PC audio-out channel. Could also be a low system sound level too. (If only Director is inaudible, and Flash is heard fine, then that could indicate a DirectSound driver issue on Win32 machines.)
