Frontier invested approx $400 Million into the Qwest fiber build and owns about 15% of the network. Other major players in the network are GTE with about 20% & WorldCom with about 20%. I believe that is the extent of Frontier's relationship w/ Qwest.

A number of players could be interested in buying Frontier including several RBOC's. If Qwest could finance the acquisition of Frontier this might make sense. Frontier has local presense in most of the U.S. now on both a CLEC and ALEC basis.
