I'm going to try this one more time. At the top of the charts in the DWA site, Tom states whether a stock has RS in a column of X's or O's but does not provide a date as to when it last changed columns. In addition to that, he states that RS is a Buy (or a Sell) and when THAT signal was last changed. In his book, he also talks about this signal change (the Buy or Sell) and says that you should look for a stock that has recently changed from a Sell to a Buy. He also talks about a column change from O's to X's but that wasn't what we were talking about yesterday.
What I was trying to understand was this; Tom suggested buying a stock that has RS in a column of X's and has given a RS Buy signal within the last 12 months. He explained that the importance of this recent Buy signal was that these signals tend to last around 2-2.5 years.
It made sense then, at least to me, that if a stock had RS in a column of X's, but on a Sell signal, that you could ignore that signal if it was very old.
Now, after reading your post, it seems that the Buy or Sell signal is kind of neat to know, but really doesn't matter. What matters is that the RS is in a column of X's and ideally has recently changed from O's. Unfortunately, we have no way to know this from Tom's site. Why doesn't he give us the date of the column change instead of the signal change?
