By the way, I see nothing wrong for looking to optimal times to buy highly volatile stocks. For example, I think waiting for the recent Intel news would have been a sound strategy (better than 50/50 it would create a tech buying opportunity). I am not so sure about TXN - the bad news might generally be a bit overdiscounted by then. Your point about this DPMI development saving big bucks for the chip makers is important - a general plus for them and a general minus for the semi-equipment sellers (DPMI excluded).
