30fps is of course an analog measure. Broadcast quality is considered 30fps (60 half-fps, actually). Of course, this spec doesn't state the *resolution*, which makes a BIG difference.

For instance, using CIF format, "full" or FCIF resolution is 352 x 288 and is the equivalent of about 36Mbps. Subquarter (SQCIF) is 128 x 96 and only about 4.4Mbps. This can continue to 1408 x 1152 (16CIF) which would pull a bit rate equivalent of ~600Mbps.

In ANY case, this seems like a predominantly one-way, analog transmission, and a lot can be done with this approach. See this article:
