Delta Three Names Dr. Peter Cowhey to Advisory Board

NEW YORK--(BUSINESS WIRE)--March 11, 1998--

Former Chief of FCC's International Bureau to Advise Company

Delta Three, (a subsidiary of RSL Communications Ltd., NASDAQ:RSLCF), the world's leading provider of international Internet Telephony services announced yesterday that Dr. Peter Cowhey, former International Bureau Chief of the Federal Communications Commission (FCC), has joined its Advisory Board.

The company said that Dr. Cowhey will advise Delta Three on regulatory issues and aid the company in creating global alliances and partnerships.

In announcing the appointment, Elie Wurtman, Chief Executive Officer of Delta Three, said, "Dr. Cowhey has a profound understanding of the telecommunications regulatory environment and has past experience representing the Commission in meetings with regulators and communications ministries." As Chief of the Federal Communications Commission's International Bureau, Dr. Cowhey was responsible for international communications policy and licensing. He managed the Bureau's long-range planning activities and shaped the policies that fundamentally changed the Commission's rules governing competition in international telecommunications. Dr. Cowhey acted as a key member of the team which negotiated the World Trade Organization agreement on basic telecommunications services. He is the author of six books and numerous articles on telecommunications and public policy.

Before joining as an advisor to Delta Three, Dr. Cowhey acted as a consultant to the United Nations, AT&T, Pacific Telesis, A.T. Kearney and various Bell Operating Companies. Currently, he is Senior Policy Advisor for the law firm of Harris, Wiltshire & Grannis and a professor at the Graduate School of International Relations at the University of California, San Diego.
