Reuters, Wednesday, March 11, 1998 at 16:35

BRASILIA, March 11 (Reuters) - Brazil's Senate approved the
government's long-delayed civil service reform bill in a second
full vote on Wednesday, completing the measure's passage
through Congress, the president of the upper house said.
Sen. Antonio Carlos Magalhaes said the bill was approved by
56 votes, seven more than the three-fifths majority of 49 it
needed as a constitutional amendment. Sixteen senators voted
against the bill and one abstained.
