This statement today was made specifically to break the short position held on ACRT. under these conditions, companies do not give specific numbers of their share repurchase plans. Particularly small caps. It would have a radical effect on the price; effectively, that amount would be taken out of the float the minute they named the figure, as far as value is concerned. Keep in mind that ACRT doesn't have to repurchase any at all. They don't need the shares; they don't want their stock manipulated. They may wish to buy a lot, and force shorts to sell, or sit back and let the market correct the price all on it's own. It's their call, now, not the shorts.
You may notice that the incentive compensation plans for management needs to be approved by stockholders. This buyback does not, nor is it to be used immediately for compensation. It may be, but not without shareholders approval.
