Peter Cowhey's hiring is a good sign, since RSL's greatest challenge is going to be making sure that IP telephony minutes continue to enjoy the advantage, on a country-by-country basis of global regulations that allow major pricing gaps between long-distance voice calls and calls of similar distance carried over the Internet backbone. Cowhey's experience in WTO telco negotiations will come in handy.
