Small-stock buying and a
billion-dollar garbage
merger propelled the Dow
to its second straight record
close, up 32.63, or .38
percent, to 8675.75. The
Nasdaq closed up 8.34, or
.48 percent, to 1756.85.
Compaq posted its first
gain since Friday's earnings
warning, up 19 cents at
$25.56 on most-active
trading of just over 25
million shares.

Vietnam Waiver
Clinton granted Vietnam a
waiver of a 1974 US law
against communist
governments which limit
emigration, clearing the
way for the former enemy
to take advantage of US
trade and investment
programs. The White
House cited Vietnam's
recent improvements in
emigration. US companies
with interests in Vietnam
praised the move, but one
Republican senator called
it a "slap in the face" to
Vietnamese-Americans
who fled communist
persecution and those still
seeking to flee.
