Let me try a response...
Free will is something which allows true love to exist. i.e. you can not really love someone (eg. God) without having a choice(free will). I repeat, for love to exist there must be free will. That is the real downside for God because people and angels can chose to love God or not. That choice was made by Satan. I can't imagine that God wanted Satan to make that choice. It was Satan's choice.
Like you, I also have a problem with the statement: < There had to be evil to illustrate good > Maybe it is true but it seems like a rather odd way to illustrate good.
You said, <If this world was completely devoid of evil, I would still have free will.> According to the way I think of free will and evil (at top) I do not think that free will would exist. Again God wants love, therefore free will must be given, thus evil exists. No free will/no evil.

However, I think it is an honourable goal. I think we could exchange the word mandate for commandment. Far enough. Then our commandment/mandate is to love God with all our heart... That I have definitely heard.
Good luck in your quest for truth. I just saw that your profile quote is: Edmund Blake's "Evil triumphs while good men do nothing." That is a pretty damning quote. Anyway, that is another whole discussion. How about this quote/promise? Seek and ye shall find. That promise has been something I have held up to God many times in my life and said, you promised this please help.
