I think this assumption also needs to be questioned. Microsoft is probably working overtime trying to figure out how to market Win98. The computer savvy will upgrade and new machines will need it for the drivers but the rank and file will need to be convinced that they need it. Even with the new integration, it doesn't have the WOW factor of Win95 vs Win3.1. So what are the included features that are going to make consumers buy it? And businesses are slow to upgrade and they will mostly go to the next version of NT.
