I suppose you didn't know it is illegal to interrupt a meeting of the British Columbia Grasshopper Committee.
It is illegal spit in public in many places.
It used to be illegal for black people to ride at the front of the bus.

The law changes, common law changes through jurisprudence and civil code changes through legislation. Enforcement of the law, or lack thereof, is the first step in either type of change.
