Can't verify, don't have Bloomberg, but today's price movement is consistent with your hypothesis. IMHO, insider buying is/was bound to happen sometime. Management currently owns close to zilch. If in-fact a turnaround in Company fortunes is about to happen, some level of insider buying is to be anticipated. Its just nice to see some evidence or credible source to support the "rumor." So, I think one question is . . . are you buying?
