This is not a safe or accurate assumption to make.

WinStar is expected to be offering service to 8000 buildings nation wide in 1998. Of these, it has been estimated that only 25% will have some other form of broadband communication available, including fiber. Even in a city like New York City, I think you'll find the penetration of fiber optic to be extremely limited and other broadband services very scarce.
