I believe the Japanese site may be a joint venture. It was discussed in either the last or preceding earnings conference call confirming that processes used there were fully up to the US standard.

In the same conference call, Akins mentioned that with the completion of their new manufacturing site, the current facilities would be used for R&D, contingency production as required. I didn't pay specific attention to whether or not it was merely an expansion of the same physical site or a new US site.
