It looks like there is a lot of speculation regarding level 3 so I am here to add my two cents.

I have been following fiber optics since last summer. And I have a great interest in Qwest, RCN, and Level 3. The Qwest network will contain two conduits along most of its route. The Qwest Network consists of 48 fibers, with the capability of adding ten times as many fibers through additional in-place conduits. Each fiber currently carries 8 wave division multiplexing (WDM) windows, where each WDM window has a bandwidth of 10 gigabits per second.

Does Level 3 really want to negotiate rights of way? Which can be difficult and time consuming. Do they really want to dig and lay new conduit and fiber?

My speculation is that Level 3 has or will negotiate to purchase or lease the additional conduit from Qwest. This could be very beneficial to both parties. Qwest gets $$$ and Level 3 gets their network up faster and does not have to worry about rights of way and digging.

Any thoughts?
