Hello Goalie

Maybe I've been in this field too long but I think I smell politics. Is there any suggestion that these previous land owners are native South Africans or Boer farm owners?

Under the new SA constitution, the central government has a reduced role and regional governments have been granted significant powers. I wonder if this factor in?
