How to Avoid Laying Fiber to the Last Mile for VDSL

But there is a crucial difference: LMDS allows wireless access to networks at higher speeds - up to 45 megabits per second (Mbps), the equivalent of 30 times the speed of a T1 line, or over 1,500 times the speed of conventional PC modems today.

I take special note of:

LMDS uses antennae to relay data, voice, and video directly into a wireline network.

I don't know anymore than the article states, but am willing to guess that Lucent may use VDSL for the last mile, since the CO is within 3 miles, and LMDS Cells are a 2 to 3 mile radius this is a perfect way to bypass having to lay Fiber out to the last mile.

LMDS is not guaranteed to reach every customer in a 3 mile cell even with repeaters, due to obstructions, CVUS has been able to reach only 60% of customer it's targeted customers in NYC.

Using VDSL for the last mile Lucent could ensure every targeted business will be able to have up to 45Mbs using VDSL for the Last Mile.

I must be getting old, I should have thought of this months ago!
