I agree with your take. There is also the opportunity to delve into
other niche areas to provide staffing services. NCES provides
staffing and professional personnel to the health care industry.
I understand that there is also a severe shortage for researchers in
the BIO/MED sciences field. Plenty of opportunity to fill that
vacuum or void once the IT services start to dry up (but don't expect it to dry up in the foreseeable future).

I do a lot of travel as a project manager in the telecom industry
and do some job sub-contracting, everything from fiber backbone
infrastructure to design and setup of Wide area network switching services. Quality is hard to find out there. People are out there but quality is hard to find so we have to watch closely to what we are getting for our $$.
