No, I was hoping that you would! I suspect that the "U" stands for "users" or "units" and the "B" is a term describing the type of user or unit. THIS COULD BE THE THEORETICAL USER CAPACITY BASED ON CURRENT TECHNOLOGY. So maybe BU means "Best guess Units." :-)

In most areas, the B block is 10% of the A block BU. In NY's instance, it's 19%. Maybe the answer to my question lies therein. In other words, the NY B block is based on 16 million BUs, rather than the 8.5 million listed under the NY A block, making the B block 10% of the TOTAL NY A block, including the buroughs. If that's the case, I wonder why the pops figures are the same.
