80 million germans have only 15 small and midcap stocks at their disposal for speculative buying. After its listing on the "Neuer Markt" Quiagen is one of them. Those stocks have a habit of going up 30% or more in a day after a recommendation.
The latest entry a company dealing with ink management of printing machines reached 270% of its IPO price at the first trading day.

I prefer to stay away from that market. It is just too unpredictable and the P/Es are too high for my taste. Of course I would like to get in at the IPO price. And in germany a good part of the shares gets distributed to retail investors. But you are screwed again because too many other investors have the same idea and that leads to massive oversubscription.
